It must never touch the friction surface of the pad or the brake disc (rotor); a thin film on the metal-to-metal points is all that is needed.

Do I need new brake pads when fitting Brembo rotors?

Yes, in almost every case. Old pads have worn to match the surface of the old brake discs (rotors), so on a new rotor they contact only in patches, bed in poorly and are more likely to glaze or squeal. New pads and new rotors bed in together and give smooth, even braking. Fit a new wear sensor at the same time if your car uses one, and bed the brakes in as the pad instructions describe.
